GSA Adds 10 New SINs to Schedule 738 X

The contracting vehicle’s changes are in support of the government-wide Category Management goals to reduce contract redundancy, increase cost savings and to streamline the acquisition process.

The updated 738 X Schedule complements the new, and more complex, Human Capital and Training Solutions (HCaTS) vehicle, by offering an A-La-Carte menu of specific services. The update also has provisions for time, material, labor hour contracts and traditional Firm Fixed Price service.

  • 595-3 – Talent Development
  • 595-4 – Employee Performance Management
  • 595-5 – Compensation & Benefits
  • 595-6 – Separation & Retirement
  • 595-7 – Employee Relations
  • 595-8 – Labor Relations
  • 595-9 – Workforce Analytics & Employee Records
  • 595-10 – Agency Human Capital Evaluation
  • 595-11 – Administrative Support Services

 In addition, to the 10 new SINs, GSA also altered the current SIN 595-21 from all general HR services to the specific Planning and Integration services. The upgraded Schedule 738 X will make it easier for customers to identify specific HR service providers and expand opportunities for small businesses, as 60% of businesses under the SIN are designated small business contractors.

Unfortunately, the new SINs will not reside under GSA’s new FASt Lane program, as they do not have the resources to prepare offers within the program’s time frame. The silver lining is that the Schedule’s award time has decreased to a 3 to 4-month award time frame, when earlier this year there was a 6 to 12-month turnaround time.
