Proposal Solutions was started and is run by Carol Turpin. Carol Turpin has 25 years of business development experience in roles to include business developer, proposal department manager, new business strategist, proposal manager, publications manager, contract negotiator, technical writer, and editor. She combines extensive proposal management experience with excellent writing skills to produce winning proposals. Supporting both large and small businesses, she has led proposal responses to multiple Government agencies for contracts ranging from $1 million to $2 billion, helping to win over $19 billion in contract value. She has a proven record of success in winning complex proposals, including IDIQs, task orders, and single- and multiple-award contracts, with a win rate of approximately 75%. She has managed co-located and remote proposal teams supporting Government customers including the USDA, DoS, US Army Joint Fusion Center, US Army INSCOM, NRO, DIA, DHS, HHS, CMS, and GSA. She has extensive experience and a 100% success rate in preparing and negotiating GSA Schedule contracts for a wide variety of products and services. Carol has served as manager of proposal organizations for several firms, most recently for a $90M professional services contractor supporting DoD and Federal clients, and previously at an $800M unit of a Fortune 500 firm supporting the warfighter with information technology and intelligence analysis services.
