About your instructor Robert Metzger is the head of the D.C. office of Rogers Joseph O'Donnell, PC, a boutique law firm that specializes in government contracting. He represents and advises leading companies in aerospace and defense and information technology. Bob is recognized for subject area leadership in cyber and supply chain security. He was named a 2016 "Federal 100" awardee by Federal Computer Week, which said of him: "In addition to his legal practice, Metzger serves as vice chair of the IT Alliance for Public Sector's Cyber/Supply Chain Assurance Committee, where he helps industry respond to government guidance and regulatory actions. He brings a deep understanding of the statutes and legal underpinnings of those efforts, combined with an ability to integrate policy, regulation and technology, and he has helped industry have a voice in those deliberations. In 2015, he was at the forefront of the convergence of the supply chain and cybersecurity, and his work continues to influence the strategies of federal entities and companies alike." Bob served on the Defense Science Board task force that produced the Cyber Supply Chain Study Report released in February 2017. Bob has also earned distinction in information technology contracting, state and local procurement practices, bid protests, organizational conflict of interest, international aerospace and defense business transactions, security assistance matters, and offset requirements that accompany international contracting. In these areas, he has extensive writing and program portfolios and regularly participates in public-private initiatives.
